1. What an Election Surprise in Central America Means for Democracy

 
Warning signs of the teetering democracy in Central America’s most populous country flashed in the weeks leading up to Guatemala’s presidential election. But the vote Sunday delivered a seismic jolt: a candidate whose campaign centered on rooting out corruption won enough votes to force a runoff. Bernardo Arévalo, 64, a professorial lawmaker with degrees in philosophy and anthropology, won 12% of the vote, with 98% of votes counted in Sunday’s first round, the electoral authority said Monday. Sandra Torres, 67, a former first lady considered a standard-bearer for the conservative establishment, came in first with nearly 16%. A runoff will be Aug. 20.

In the world’s wealthiest countries, the richer people are, the thinner they tend to be. But in Uganda, one of the poorest nations, excess fat is often a sign of wealth and can help get a bank loan, according to a forthcoming article in The American Economic Review. It’s not surprising that in places where food is scarce, obesity serves as a significant marker of wealth. But what the new study points out is that in poor countries, information is also scarce. And in those situations, loan officers use whatever bits of evidence they can find to help make critical economic decisions.
